Sir,

DOWING STREET,

7th May, 19

I have the honour to acknowledge the receipt of your despatch No. 59 of the 11th March, transmitting a Memorial from Mr. E. J. Ackroyd, respecting his claims to promotion.

I request you to inform Mr. Ackroyd that I regret that I have not yet found it possible to transfer him to a higher appointment, having due regard to the claims of other candidates for promotion, but his name will certainly be borne in mind in the event of a suitable vacancy occurring.

The Officer Administering the Government of Hongkong.

SUPREME COURT,

7th December,

The return of Mr. Justice Fickling Clarke to-day causes some changes in this department, as the officers who were provisionally performing other functions during Mr. Clarke's absence resumed their own proper duties. I think it right to bear testimony to the satisfactory manner in which various offices have been filled.

Mr. Ackroyd, who has been acting as Puisne Judge and also in my place as Chief Justice during my temporary illness, has done plenty of hard work, and Mr. Bruce Shepherd, who was doing the work of Registrar, performed the duties of his post to my entire satisfaction.

Mr. Sangster and the other officers have cheerfully shared in the extra labour thrown on them in consequence of the diminution of the staff, and I think it right to bring these facts to Your Excellency's notice.

To

His Excellency

Major General BARKER, C.B.

Acting Governor.

I have the honour, &c.

I have looked into the fact that only Mr. Ackroyd had been given full salary pay leave ad!! the Supreme Court from the 6th of April to the 5th of August - the full pay being $6400 per annum. The half pay of Puisne Judge is $4200; and therefore in authorising the Crown Agents to pay at that rate up to the 5th of June last inclusively has really cut down his salary receipts from that date to the 5th of August. He now turns the tables...
